Senate Republicans Back Trump's Proposal to Overhaul Affordable Care Act

US lawmakers are working through the weekend for the initial time since the federal closure began more than a month ago, but hopes for a cross-party deal on how to end the standoff appeared to diminish as GOP senators floated a proposal unacceptable to Democrats: eliminating the ACA, called Obamacare.

Deepening Impact of Government Shutdown

The impact on Americans from the lengthiest shutdown of the federal government in history worsened on Saturday, as federal workers went unpaid, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

Trump's Proposal from Golf Course

As weekend session got under way, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by health savings accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Support

Several Republican senators welcomed the plan, which is similar to a replacement for Obamacare proposed in 2017.

"We will replace this failing program with something that is truly better for the patient," one senator stated.

Another senator commended Trump's proposal on social media, and displayed a large print of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator posted in response to Trump's proposal. "We must stop taxpayer money from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."

Democratic Response

Opposition senators expressed concerned reactions to Trump's proposal.

"Essentially, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to repeal Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been rejected by voters and Congress."

Another senator reacted to the criticism of insurance companies by writing: "Oh, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? Then I welcome your support for universal healthcare."

Ongoing Negotiations

The Senate adjourned without finding a resolution, but Senate Republican leaders have indicated an openness to an emerging plan from a small group of centrist lawmakers to end the closure in exchange for a later vote on the ACA subsidies.

One Democratic senator, who is spearheading the talks among moderates, said that Democrats "require another way ahead" after Republicans turned down an offer to restart the government and continue the payments for a year.

Another senior Democratic lawmaker continued in maintaining that Republicans should agree to a 12-month continuation of the payments before negotiating the long-term of the tax credits.

"Doing nothing is irresponsible because citizens will go bankrupt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That is what will happen if this Congress does nothing."

Political Situation

Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same insurance companies, or that Republican legislators need the backing of several Democrats to reopen the government, and the concept of eliminating and substituting Obamacare with savings accounts is improbable to earn a solitary Democratic vote.

Several analysts suggested that the essence of such a plan would eliminate the ACA's mandate that carriers cover individuals with existing health issues.

After his resort visit, Trump returned to his private club and doubled down on his insistence that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a version of the plan that was unsuccessful to secure enough support in 2017.
